The film focuses on the resilience of Norwegian society in the face of extremism and violence, telling the story through multiple perspectives rather than a single protagonist. Key sequences were filmed in Norway, including Oslo, with the Utøya island scenes recreated at Sørbråten to allow filming in a controlled and respectful environment.
